Where the discount comes from

Volume, mostly. A bulk pack is cheaper per thousand for the same reason anything is cheaper in bulk, and there is nothing wrong with it.

The other place is the guarantee. Refill costs the seller money, so the cheapest packs are usually the ones without it. That is a real trade and it is fine — as long as it is written on the card before you pay, which is where it should be.

When the cheap pack is the right call

When you are testing. A new profile, a new niche, a shop account you are not sure about yet — paying premium to find out is money spent on nothing.

When the number is the whole job. If what you need is for the profile to stop looking abandoned, a bulk pack does that as well as an expensive one.

When it is the wrong call

When the account matters to you and you want the count held. If a drop would hurt, pay for the pack with the refill badge and stop thinking about it.

And when the price is so far below everything else that it stops making sense. At that point you are not buying a discount, you are buying somebody's problem.
